Administrative - Central Office - Central Office Administrator Job Number 3700230134 Start Date Open Date 07/31/2023 Closing Date 08/09/2023 GENERAL RESPONSIBILITIESThis executive-level position plays a crucial role in managing and advancing strategic communications for Virginia Beach City Public Schools (VBCPS).
As the principal communication strategist for VBCPS, this position leads, aligns, and enhances communication efforts.
Key responsibilities include crafting and implementing communication and crisis management plans with a future-oriented proactive approach, establishing strong connections with the community and families, and taking a lead role in formulating and conveying the division's Strategic Plan.
Additionally, the position is responsible for the supervision and execution of the Office of Community and Family Engagement, Partners in Education program, Volunteers in Education program; and the VBCPS Education Foundation.
ESSENTIAL FUNCTIONSStrategy Work collaboratively with the Office of Planning, Innovation, and Accountability to design, develop, and implement the division's strategic plan; provide administrative coordination for division operations and support to further the strategic plan's goals and objectives.
Assist the Superintendent in launching a collaborative community process for refining the division's strategic plan.
Build structures and processes for strengthening culture and processes for strategic planning, team building, and people development.
Communication & Engagement Develop, direct, and assess the division's public relations, marketing, communications, and public affairs strategy, while nurturing productive relationships with community leaders, organizations, and media representatives.
Fulfill the role of the division's primary spokesperson, leading press conferences, managing information releases to the media and the public, and addressing sensitive and contentious issues.
Develop and implement crisis communication plans to handle potential reputation-threatening situations and mitigate negative impacts on the division's image.
Oversee the division's online presence, including website content, social media platforms, and other digital communication channels, all division programming on Virginia Beach Television (VBTV), and a comprehensive media liaison program at school sites; review and edit department publications, speeches, news releases, etc.
Develop campaigns, programs, strategies, and plans for division-level employee communications; coordinate regular updates, newsletters, and town hall meetings to keep employees informed and engaged.
Collaborate closely with administrators, staff members, and community volunteers to strategize and implement comprehensive public relations programs catering to diverse stakeholders through both one-way and two-way communication channels.
Cultivate relationships with the local community and stakeholders by creating an environment where parents, families, and students are empowered stakeholders in the VBCPS community and provide feedback to shape and implement future priorities and strategies for VBCPS.
Utilize data and analytics to evaluate the effectiveness of communication initiatives continually.
Leadership Serve as a team member of the Superintendent's executive staff.
Communicate and represent the division's vision and perspective internally and externally to the general public/community, as designated by the Superintendent.
Assist in problem-solving between and among offices in issues involving the Superintendent's input and represents the Superintendent on teams for large-scale projects and District-wide initiatives with major employee and community impacts.
Develop and manage the department's budget, including allocating resources effectively to achieve communication objectives.
Lead the communication team, providing guidance, support, and fostering a positive work environment; supervise and evaluate the performance of assigned staff.
Serve on system-wide committees (e.
g.
Facilities Disposition Committee, Building Utilization Committee) as assigned.
Perform related work as required.
KNOWLEDGE, SKILLS AND ABILITIESMust have a comprehensive knowledge of the principles, practices, and procedures of media, public, and community relations, and a knowledge of school division objectives, procedures, and organization and methods.
Must have extensive experience in crafting and executing communication strategies, managing media relations, and handling crisis communication; strong community outreach, partnership building, and stakeholder management to foster positive relationships with the community and relevant organizations.
Must be skilled in developing long-term communication and community engagement strategies aligned with the organization's overall objectives; excellent written and verbal communication skills and adept at crafting compelling messages and conveying complex ideas clearly and concisely; and exceptional interpersonal skills to build relationships with stakeholders, media, employees, and the community.
Must have the ability to work with and through School Board members, administrators, teachers, and all support staff; ability to conceptualize, initiate, monitor, and evaluate new and/or current programs; ability to establish and maintain effective working relationships with school officials, school administrators, teachers, staff and associates; and the ability to adapt to changing circumstances, navigate uncertainties, and adjust communication strategies accordingly.
EDUCATION AND EXPERIENCEMaster's Degree in English, journalism, education, mass communications, or related subjects, preferred.
Extensive experience in leadership roles preferably in communications, public relations, communications, community engagement, and crisis and emergency communications.
PHYSICAL REQUIREMENTSMust have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.

From/To Salary range:
$117,538-$171,449 Salary will be based on job-related creditable years of full-time, verified work experience.
Entry-level salary will be awarded at the time of hire.
Upon the return of employment verification forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
